To ensure the credibility and transparency of reporting, EU importers will be required to base their annual declarations on actual, independently verified emissions data or on default values.<\/p>\n<p>When actual emissions data are used, verification must be carried out exclusively by independent bodies accredited by the national accreditation bodies of EU Member States (NABs).<\/p>\n<p><strong>Key Verification Rules for Companies Outside the EU<\/strong><\/p>\n<p>The verification process is carried out directly at the level of the industrial installations where CBAM goods are produced, and in practice the entire system operates through four key steps:<\/p>\n<ul>\n<li>Monitoring and calculation: Operators of installations outside the EU, including Serbia, monitor and calculate embedded emissions in accordance with the official CBAM methodology and then submit this information to an accredited verifier.<\/li>\n<li>Independent audit: Accredited CBAM verifiers thoroughly review the monitoring approach, emissions calculations and supporting evidence. Following the assessment, they issue an official verification report.<\/li>\n<li>Data registration: Declarants retrieve these verified data directly from the official CBAM Registry in order to successfully complete and submit their final CBAM declaration.<\/li>\n<li>Strict oversight: Issued verification reports are subject to subsequent review by the European Commission and the competent national authorities of EU Member States.<\/li>\n<\/ul>\n<p><strong>When Will the First Verifiers Become Available?<\/strong><\/p>\n<p>According to official information from the European Commission, the first accredited CBAM verifiers are expected around September 2026. All bodies wishing to perform verification must demonstrate technical competence for specific industrial sectors, complete independence in their work and compliance with the requirement to register in the central CBAM Registry.
